Alabama once had 10 representatives. Jacob supports raising the number of US House members to as high as 501 to make it more representative of the overall population
After an unlawful detention by officers who stopped him in Michigan, Dakarai crafted a framework for national rules of engagement in traffic stops called The Motorist Bill of Rights. There is an ongoing conversation about interactions between police and Alabamians with developmental disabilities. While we have made progress on this front in recent years, Jacob would like to make The Motorist Bill of Rights law so that all Alabamians and visitors to Alabama are protected from unjust interactions on a federal level. The Motorist Bill of Rights 1.Standardize Probable Cause for Traffic Stops: Establish a federal standard for probable cause to eliminate arbitrary “fishing expeditions” during traffic stops. 2.Implement Objective Sobriety Testing: Transition to scientific and objective methods for sobriety testing, removing subjective roadside behavioral assessments. 3.Ensure Timely Release of Body Camera Footage: Mandate the free release of body camera footage from traffic stops to a neutral third-party cloud within 24 hours. This will prevent the selective editing of evidence and enhance transparency. 4.Reform Qualified Immunity: Either eliminate or significantly limit qualified immunity to hold law enforcement accountable for misconduct. Jacob has seen firsthand how our transportation system leaves many workers and residents of District 6 behind. He supports matching funds for governments and non-profits in Appalachia and the Deep South that encourage use of trains and electric buses. He also supports a tax credit for Americans seeking to buy used electric vehicles. Jacob opposes any federal law or action that would prevent our localities from designing walkable communities. As your next Representative, he would explore possible incentives for walkable communities.
